Switching email encryption from Barracuda to O365

When we were using on premise Exchange, we used a Barracuda email/spam filter to encrypt email via an Outlook plugin. We also had a rule setup on the Barracuda which would automatically encrypt an email that contained a number that resembled a credit card or social security number.


Now that we're on O365, we want to use O365 to encrypt the email (triggered by adding ENCRYPT to the subject line). Is there a way in O365 to set up a rule that auto encrypts an email that contains a CC or SSN? The issue we're having is that we have users that are sending an email using the O365 encryption trigger, but because the email has a CC in it, the email is getting double encrypted and can't be opened by the recipient. The auto encrypt of an email with a CC is a must in our environment.
